On the afternoon of Sept. 4, the San Luis Obispo County District Attorney's Office charged Richard Scott Brooks, 38, of San Francisco with 15 felonies associated with his alleged rape, sodomy, human trafficking, and prostitution of a 17-year-old "Jane Doe."
SLO County Sheriff's deputies originally arrested Brooks in Fremont on Sept. 2, in connection with the earlier arrest of Oscar Higueros, Jr. on rape and drug charges allegedly involving the same victim.
Brooks is charged with three counts of forcible oral copulation, two counts of forcible rape, two counts of sodomy of an unconscious victim, and various other felony charges relating to pimping a minor, human trafficking, and prostitution.
In a Sept. 4 news release, Chief Deputy District Attorney Jerret Gran said that the investigation into Higueros and Brooks is ongoing, adding that the Sheriff's Office is still searching for possible additional victims.
Brooks was in court on the afternoon of Sept. 4, but his arraignment was postponed until Sept. 11. Brooks said he cannot afford an attorney, and will be represented by a public defender. His bail is set at $1 million, and he remains in custody at SLO County Jail.
