On the afternoon of Sept. 4, the San Luis Obispo County District Attorney’s Office charged Richard Scott Brooks, 38, of San Francisco, with 15 felonies associated with his alleged rape, sodomy, human trafficking, and prostitution of a 17-year-old “Jane Doe.”

SLO County Sheriff’s deputies originally arrested Brooks in Fremont on Sept. 2, in connection with the earlier arrest of Oscar Higueros Jr. on rape and drug suspicions related to the same victim.

Brooks is charged with three counts of forcible oral copulation, two counts of forcible rape, two counts of sodomy of an unconscious victim, and various other felony charges relating to pimping a minor, human trafficking, and prostitution.

In the criminal complaint against Brooks, authorities allege he committed a variety of sex crimes in late July, including using a minor for commercial sex acts.

Detailing this charge, the complaint alleges that Brooks coerced the minor “to engage in and assist others to engage in: posing and modeling alone and with other for purposes of preparing a film, photograph, negative and slide or a live performance involving sexual conduct by a minor under the age of 18 years alone and with other persons and animals for commercial purposes.”

Higueros, 38, a part-time Cayucos firefighter, was arrested on Aug. 28 and charged on Sept. 2 with 33 rape and drug-related felonies involving the same “Jane Doe.”

Higueros was arraigned on Sept. 3, and pleaded not guilty to all charges. His bail was raised from $1 million to $1.2 million at the arraignment, and he remains in custody at SLO County Jail as of Sept. 10. He’s due back in court on Sept. 15 for a preliminary hearing.

In a Sept. 4 news release, Chief Deputy District Attorney Jerret Gran said that the investigation into Higueros and Brooks is ongoing—adding that the Sheriff’s Office is still searching for possible additional victims.

Brooks was in court on the afternoon of Sept. 4, but his arraignment was postponed until Sept. 11. Brooks said he can’t afford an attorney, and will be represented by a public defender. His bail is set at $1 million, and he remains in custody at SLO County Jail as of Sept. 10.
