OHAC reconvenes without low attendance and questionable legitimacy

The Ocean Halcyon Advisory Committee (OHAC) met again Monday evening, if only briefly, under the dubious leadership of Peggy Wilson. Fourth District Supervisor Katcho Achadjian announced after last month’s unruly meeting that he would no longer recognize OHAC meetings as official business.

The Oct. 17 meeting devolved into chaos when board members Mark Wampler, Elita Wheeler, and Will Deschenes, as well as Ocean CSD Director Bill Bookout, refused to accept Wilson’s authority as OHAC president.

Of the remaining OHAC board and staff, only Karen White — who volunteered to act as interim secretary — was in attendance at the Nov. 21 meeting. Even Wilson’s staunchest supporter, Helen Giebeler, was absent.

The public comment period of Monday’s meeting — which Wilson described as the shortest in OHAC history — was markedly silent, without a single comment. Of seven staff members agendized to issue reports, only Director Bookout was present. Bookout made it clear that without a quorum and without the sanction of Supervisor Achadjian, he considered the meeting illegal.

“I was elected to the CSD to do what’s best for Oceano, Bookout said, “and this board [Peggy Wilson] is not it.
